What's happening: We are performing critical database changes to the KYT backend.

Expected impact:

-Clients may see delays (~2-3 minutes at worst) in their transfer processing & alert generation, both from the API and UI.
-Clients may see latency increase in withdrawal-attempts registration
-Clients may see an increase in latency/error (due to query timeouts) on GET V2 transfer exposure calls & GET V2 withdrawal-attempts exposure calls
-Clients may see similar latency increase/error on the Transfers tab.
